4 star building with 1 star level of service. Staff tried very hard but no management understanding of what a 4 star hotel is. For example, you must order breakfast from a 3 item fixed menu the night before and tell tham what time you will eat it. Huh? No breakfast buffet. This is so they can buy the right food the night before and only have 1 shift of staff on duty. Staff have no training for this level of hotel.
