My visit agrees with many other recent reviews and have additional details/tips.
It's a 3.5-4 star hotel in hardware, but a 5.5 star service team. The manager is making a great effort to bring up their hospitality and communication of the staff to international levels. However, I believe most guests are domestics as I found many smokers in the lobby, ignoring the no-smoking sign.
It's about 7-15 minutes walk to many local attractions or subway stations (the cumulative walking can be significant), but has a buses stop right in front. Many local restaurants nearby, but not fast-food or steakhouse sort; exactly what I personally prefer. Since it's near the capital hill of the province, I could hear the clocks at the hours from 10pm-6am, only when my window cracks a slick opening, but not to traffic noise, since I request a quiet deluxe room at the 22nd floor (partial city view). No experience with their breakfast, nor swim pool (it is small and basic), since I was mostly outdoor learning the city and history. I do appreciate the Asian style firm and the hotel-standard queen size bed for a 6'2" tall person. The A/C doesn't go with the thermostat setting, but looks like been centrally controlled to meet local regulations. WiFi is slow, not sure if it's a hardware issue associated with the city, the provider/carrier, or the hotel, but for sure not because of the number of users/guests.
Overall, it's a high CP choice. I definitely will choose it for my next visit.
